The reason for asking the government is that the local NHS are restricted in what they can spend as they are not a foundation trust, and are in severe financial difficulty.
If their current “Strategic outline case” goes ahead, even they admit there will not be enough money to build a new planned care hospital and re-build Watford hospital. So it is vital that the government commits more money to the project. This will enable the local NHS to deliver a proper solution for both A&E and planned care. Exactly what is needed.
